The research group "The Impact of Digital Platforms and Social Media on Freedom of Expression and Pluralism" focused on a number of pressing issues, including the limits of the state's role in addressing online censorship and fake news, the gaps in the legal framework to address these issues, and the inadequacy of liability rules for internet organisations.
It also looked at the easy decision-making in content management on internet portals and social media platforms, and how these platforms have influenced changes in freedom of expression, affecting the quality of communication. The group's findings highlighted the need for an intelligent legal liability framework for fake news and critically examined EU law on freedom of expression and the case law of the Court of Justice of the European Union. Furthermore, it proposed ways to prevent discrimination and disinformation campaigns in cyberspace and argued for the creation of uniform international standards to protect freedom and pluralism of expression online. It also stressed the importance of holding private companies to account in line with legal standards and ensuring effective procedures for content censorship and prosecution for fake news. The group’s work was particularly relevant in the Central European context, emphasising the protection of European values, democracy, human rights and the rule of law in the digital age. It stressed the importance of upholding the traditional interpretation of freedom of expression and ensuring that the new legislation is effective in tackling fake news and internet censorship. The aim of the group's research was to critically examine the often controversial activities of portals and social media companies, enforcing respect for legal standards recognised by national and international law.
