About

András Koltay is a research professor at the National University of Public Service (Budapest) and a professor of law at the Faculty of Law and Political Sciences at Pázmány Péter Catholic University in Budapest. He obtained his LLM in Public Law from University College London in 2006 and his legal doctorate from Pázmány Péter Catholic University in 2008.

From 2018 to 2021, András Koltay served as the rector of the National University of Public Service. Since 2021, he has been the president of the National Media and Infocommunications Authority. His primary research areas include freedom of speech, personal rights, and media regulation, as well as various constitutional law issues. He has authored over 400 publications and several monographs on freedom of speech, including „Freedom of Speech: The Unreachable Mirage” (Wolters Kluwer 2013), „The Troubled Relationship between Religions and the State: Freedom of Expression and Freedom of Religion” (Whitelocke 2017), and *New Media and Freedom of Expression* (Hart 2019). He has presented at more than 125 conferences in numerous countries.

He was a member of the research group ‘The impact of digital platforms and social media on freedom of expression and pluralism’ in the Central European Professors’ Network 2021. He was a member of the research group ‘Right to privacy ‘ in the Central European Professors’ Network 2022.
