Introduction

Mariusz Muszyński is a professor at the Cardinal Stefan Wyszyński University in Warsaw, Poland, where he teaches international public law and European Union law. He has authored numerous international, European, and constitutional law academic papers, which have been published in Poland, as well as in Germany, the United States, Romania, Hungary, and Ukraine. He has also worked as a diplomat and public official. From 2011 to 2015, he was a member of the State Tribunal. Since 2015, he has been a judge of the Constitutional Tribunal, serving as its vice-president from 2017 to 2023.

Additionally, from 2016 to 2022, he was a substitute member of the Venice Commission, which is part of the European Commission for Democracy through Law.

He is head and member of the research group ‘Reversed rule of law in the creation, interpretation and application of law in Poland’ in the Polish-Hungarian Professors’ Network 2024. Moreover he is head and member of the research group ‘International law and EU law as instruments of interference in the state system’ in the Polish-Hungarian Professors’ Network 2025.
