Introduction

Prof. Dr Bogumił Szmulik graduated in Law and Political Science from Maria Curie-Skłodowska University in Lublin, then obtained there a PhD in Humanities in Political Science with a dissertation entitled “The Constitutional Tribunal in the Political System of the Republic of Poland.” In 2005, he earned a PhD in Legal Sciences in Law from the John Paul II Catholic University of Lublin, defending the dissertation “The Polish Model of Constitutional Complaint in a Comparative Perspective.” In 2009, he was awarded the degree of Habilitated Doctor of Legal Sciences in Constitutional Law for his monograph “The Constitutional Position of the Supreme Court in the Republic of Poland. On 29 February 2024, he received the title of Professor of Social Sciences in the discipline of Legal Studies. Since 2010, he has been affiliated with the Faculty of Law and Administration at Cardinal Stefan Wyszyński University in Warsaw, where he has served since October 2010 as Head of the Department of Comparative Constitutional Law and Political Systems. Between 2012 and 2016, he was a member of the University Senate, and from October 2012 to August 2016, Vice-Dean for Research of the Faculty. Since September 2020, he has served as Dean of the Faculty of Law and Administration.

He has also held numerous positions in academic and public institutions: Legal Counsel since 2010; member of the Polish Accreditation Committee (2012–2022); Director of the Sejm Publishing Office (January 2017–March 2018); Deputy Editor-in-Chief of Przegląd Sejmowy (March 2016–March 2018); member of the Legislative Council to the Prime Minister (since April 2016); member of the Editorial Board of Przegląd Legislacyjny (2018–2022), where he also served as Scientific Secretary and Section Editor; Head of the Publishing House of the Institute of Justice (2018–2021); and Director of the Institute De Republica (March 2021–July 2022). He was a KAAD (Katholischer Akademischer Ausländer-Dienst) scholarship holder and completed research stays at the University of Cologne and the Max Planck Institute for Foreign and International Criminal Law in Freiburg, Germany. His scholarly achievements have been recognized with several awards, including the Special Award of the Association of Academic Publishers (2002) and a distinction from Magazyn Literacki KSIĄŻKI (2008). He is a member of the Learned Society of the Catholic University of Lublin, the Polish Constitutional Law Association, the UMCS Alumni Association, and the Polish Legislation Society. Author of numerous publications in the fields of constitutional and administrative law.
