A graduate of law from the John Paul II Catholic University of Lublin and international relations from Maria Curie-Skłodowska University, he holds a Master of Arts in European Studies and Global Affairs from the University of Sante Cuore in Milan and the Catholic University of Peter Pazmany in Budapest. He is a professor at the John Paul II Catholic University of Lublin, working in the Department of Local Government Law and Administrative Sciences at the Faculty of Law, Canon Law and Administration. Since 2024 Member of the Board of the Lublin Voivodeship.
Co-organizer of subsequent editions of the Three Seas Local Government Congress and Chairman of the Congress’s Program Council. Member of the international research network in the field of administrative law of the European Union. Member of the Polish Association of European Law and the Polish Forestry Society, as well as a member of the District Chamber of Legal Advisers in Lublin and the Council of the Wacław Felczak Institute of Polish-Hungarian Cooperation in Warsaw.
He has completed numerous international internships and research trips, including multiple visiting professorships at universities in Budapest, Ljubljana, Lutsk, and Kaunas. He has participated and lectured in the Lifelong Learning ERASMUS project.
