Introduction
Rafał Stasikowski – doctor of legal sciences, professor of the Institute of Legal Sciences at the Copernicus Academy in Warsaw, Nicolaus Copernicus University in Warsaw, judge of the Supreme Administrative Court of the General Administrative Chamber, specialist in administrative law, administrative proceedings, administrative court proceedings and administrative science. He studied law at the universities of Lodz, Giessen and Regensburg. He is the author of four monographs, almost fifty studies, articles and other papers in this field, as well as legal opinions and draft laws commissioned by the Sejm, the National Bank of Poland, the Ministry of Justice and local government bodies.
