About

Aleksander Bogusław Stępkowski, PhD, professor at the University of Warsaw, head of the Department of Sociology of Law at the Faculty of Law and Public Administration of the University of Warsaw. His academic activity deals with comparative private and public law, as well as political and legal thinking, especially with the determining influence that philosophy exerts on the formation of legal institutions. In 1995, he received a degree in English and European law from the Further Education Council of the University of Cambridge.

In 1997, he obtained a master’s degree in law with honors from the Faculty of Law and Public Administration of the University of Warsaw. In 2001, he completed his doctoral studies and received the PhD degree (Doctor of Legal Sciences). He was a scholarship recipient of the Polish Science Foundation (2000 and 2001), the University of Manchester (1999), the University of Oxford (2002) and the Katholieke Universiteit Leuven (2003). In 2011, based on his results and his dissertation Zasada proporcjonalności w europóskiej kulturze prawnej, he received the title of habilitated doctor of law. He is the author of several books and dozens of scientific publications published in English and French. He has been organising the Ordo Iuris Legal Culture Institute since 2012, of which he was the first president from 2013 until his appointment in 2015, when he was appointed State Secretary for Legal, Contractual and Human Rights Affairs of the Ministry of Foreign Affairs of the Republic of Poland, where he held this position until the end of August 2016. On February 20, 2019, he was appointed a judge of the Supreme Court. On May 15, 2020, the President of the Republic of Poland appointed him as the Acting First President of the Supreme Court. On May 26, 2020, the new First President of the Supreme Court appointed him the Spokesperson of the Supreme Court.

He was a member of the research group ‘Constitutional Identity and Relations between the EU Law and the Domestic Law of Member States’ in the Central European Professors’ Network 2022. He was a member of the research group ‘The Future of Coexistence in the European Union’ in the Central European Professors’ Network 2023. He is a member of the research group ‘EU Enlargement and Successful Integration’ in the Central European Professors’ Network 2024.
